Chapter 16: Signing Ceremony & Return to the Village
On November 15, in the 19th year of Konoha, a platform was set up in the center of the capital of the Iron Country. Civilians of the Iron Country gathered around, watching the preparations.
"I heard the ninja leaders from the five great nations are signing a peace treaty."
"Yeah, I heard the Hokage was the one who initiated it."
"The Hokage must be a good person."
"They say the Kage from all five nations will be on stage to sign the treaty."
"My friend works as a samurai at the General's Mansion. He told me that the General will be signing as well."
"Our Iron Country must be that powerful if the five great nations want to sign a treaty with us."
"You idiot, don't talk like that. The Iron Country is neutral, that's why they're meeting here."
"Quiet! It's starting… That's the Hokage!"
"The Tsuchikage is here too… He's so short!"
At that moment, Hiruzen stepped onto the stage and approached a large document labeled 'The Ninja World Convention'. He picked up a pen, swiftly signed his name, and then stamped it with the Hokage's seal. Afterward, he walked to his designated seat near the front.
Next, Ōnoki floated onto the stage, signed, stamped, and then returned to his seat.
The Third Raikage, Ay, used a lightning-infused technique to instantly appear on stage.
Mizukage Kazawa made an even grander entrance—arriving at the top of a water dragon.
Finally, the Kazekage materialized from swirling sand.
Sarutobi Hiruzen sighed. Everyone's making flashy entrances… I should have planned something cooler.
"Wow, ninjas are amazing!"
"But isn't the Hokage the weakest? He just walked up normally."
Hiruzen, overhearing this, could only sulk. He knew he couldn't argue—his entrance wasn't impressive. Luckily, someone spoke up for him.
"Hokage-sama is a man of the people. He doesn't waste the time to show off. Didn't you hear? A few days ago, the Raikage attacked him but got beaten instead."
"How do you know that? Were you spying on their fight? Aren't you tired of living?"
"The Raikage came back looking miserable, and his men were captured by the Hokage."
Hearing this, Sarutobi Hiruzen smirked and glanced at the Third Raikage, whose face was twisted in frustration.
Once the General of the Iron Country signed the treaty, the other village representatives followed suit.
"Weren't only the Kage supposed to sign? Why are so many ninjas signing?"
"I heard they're participants, and we're the witnesses. That's what the people at the General's Mansion said."
"It's an honor to witness such a historic event."
"Hey, are there female ninjas too?"
"Of course, but not many. Look, there's only one among them."
After all the signatures were collected, the General stood up and held the signed document high before reading it aloud:
**The Ninja World Convention**
Article 1 – From today, all wars will cease. Any country or organization that provokes another Ninja World War will face retaliation from the five great villages.
Article 2 – If a rogue ninja is not protected by their original village and appears in another country, they will be hunted down by the village in that region.
Article 3 – All those with extraordinary abilities are forbidden from harming civilians without justification.
Article 4 – To maintain peace, the Five Kage and the Iron Country will establish an international organization: The Five Kage Federation.
Supervising Authority: The General's Mansion of the Iron Country.
After this, Hiruzen stepped forward. "This Ninja World Treaty has been signed in the name of the Hokage. Any violation will face Konoha's wrath." As he finished speaking, a massive fire dragon soared into the sky.
The other Kage followed suit,
The Third Raikage declared, "This treaty is signed in the name of the Raikage. Any violation will face Kumogakure's wrath!" Sparks of lightning crackled around his body as he activated his Lightning Armor.
The Tsuchikage Ōnoki summoned an earth dragon.
The Mizukage Kazawa created a dragon of water.
The Kazekage formed a dragon from the sand.
Finally, the General of the Iron Country spoke, "This treaty will be supervised by the General's Mansion. Any violation will be met with further consequences."
With the ceremony concluded, the Kage and their entourages departed, while the General's officials made copies of the treaty and posted them in public areas.
"The Five Kage are really powerful."
"Well, they are the leaders of the ninja world."
"It's great that ninjas won't be able to attack civilians so easily now."
"The Hokage is my new idol! I want to be as wise as him."
"I want to be as strong as the Raikage."
After wrapping up their duties, the Five Kage returned to their respective villages. However, on their journey, the Kazekage and Mizukage decided to travel alongside Hiruzen for a while.
Three days into their journey, the Kazekage, Shamon, casually struck up a conversation. "I heard you fought the Raikage in the Iron Country?"
"Yes, it happened the day before you arrived," Hiruzen replied, uninterested.
"I also heard you captured Kumogakure's Eight-Tails Jinchūriki," the Mizukage added.
"Yes. Their Jinchūriki had just been sealed and was still unstable. He attacked me first and the Raikage joined, then later the Eight-Tails was released too."
"The Eight-Tails? Were you injured?" Shamon asked, surprised.
"No, I sealed it back as soon as it appeared," Hiruzen replied.
"I heard the Hokage single-handedly defeated the Raikage and his men and captured their Jinchūriki. Hokage, you're too strong! The Five Kage Association should be led by you," the Mizukage suggested.
"What are you trying to say?" Hiruzen frowned. "Neither I nor Konoha have such intentions. The association is meant for cooperation and peace, where all the Kage are equals."
The Mizukage sighed, "Kirigakure is isolated overseas so it's difficult for us to develop."
Hiruzen nodded in understanding. "Every village has its own struggles but I advise you to strengthen your communication with others. This is because of Kirigakure's isolation where the intelligence flow is slower. If an unknown force rises, you might be the first to suffer. If anything happens, notify the five great nations immediately."
The Mizukage fell silent.
Hiruzen didn't press further. I've given my warning. If he falls under Madara's control in the future, that's Kirigakure's problem, not mine.
As the journey continued, the Kazekage, Shamon, quietly approached Hiruzen again. "Hokage, I'll be stepping down once I return to my village. My disciple will succeed me. I hope you can look after him during future Five Kage meetings."
Hiruzen remained silent.
Shamon added, "The Land of Fire and the Land of Wind are neighbors. We should support each other. Isn't that what you believe?"
Hiruzen smirked, "Ever heard of the saying 'befriend distant lands and attack the nearby ones'? Proximity isn't always a good thing."
Shamon awkwardly corrected himself, "I was just joking. After all, the Land of Fire is central where every country is equally close to you."
Hiruzen rolled his eyes but softened his tone, "The Five Kage Association exists to ease tensions and improve our communication. Konoha will ensure fairness among all villages and do its part to maintain peace."
Shamon smiled, "Thanks Hokage. I'll instruct my successor to follow your lead in preserving the peace."
Hiruzen scoffed internally. 'These Kages are all cunning. No wonder they all manage to reached their positions.'
Finally, after days of travel, they arrived at Konoha's gates. As Hiruzen stepped through a massive cheer erupted,
"Welcome back, Lord Hokage!"
Looking at the joyous faces of his people, all his fatigue vanished. 'I must protect these smiles, no matter what.'
