Chapter 15: Agreement of the Five Kage
After several days of discussions at the Five Kage Summit, the Five Kage Association—a joint ninja organization was officially established. Its purpose was to maintain world peace and reduce the likelihood of war.
With the funding from the five great hidden villages, the Land of Iron would oversee the construction of the Five Kage Association's headquarters. When it's completed, the five villages would send personnel to reinforce the building with ninjutsu, seals, and a protective barrier.
Initially, it was decided that each village would send one elite Jonin and a Jonin team to reside at the association. The elite Jonin, designated as an ambassador, would be responsible for handling international ninja affairs, while the Jonin team would oversee security and logistics. Each ambassador received a title based on their village—Konoha's representative was the Fire Envoy, Iwagakure's the Earth Envoy, and so on. The Jonin team captain was given the title of Deputy Envoy.
Hiruzen had pieced together these titles based on memories from his previous life. Whether they sounded elegant or not was irrelevant, what mattered was their function.
As he reviewed the Five Kage Association's charter, drafted by Mifune, Sarutobi frowned because he sense something was missing. He glanced at the other Kage to see if they had any suggestions, but their expressions were indifferent. The way people in this world think is just too different. I'll have to handle this myself, he thought.
Clearing his throat, Sarutobi spoke up, "Everyone, the Five Kage Association needs a publishing news agency to announce its major decisions. The secretariat should manage this agency. We can't allow only our villages to be informed of the decisions that impact the entire ninja world."
Shamon nodded solemnly, "The Hokage's suggestion is wise. Our first announcement should formally declare the establishment of the Five Kage Association, explain its purpose, and list all participating members. In order for it to sounds convincing, this announcement should come from a neutral party."
Onoki, after some thought added, "With the five great villages as its backbone, no one will underestimate the Five Kage Association. But should we consider expanding it to include smaller nations and even daimyos?"
"Tsuchikage, you're being too hasty," Sarutobi replied quickly, "It's a good idea, but now isn't the right time. The association is still new, and we don't yet know how effective it will be. If we expand too quickly, we will risk losing the sight of our original purpose. We all know how the nobility operates therefore we must first ensure the association remains pure."
After taking a breath, Sarutobi Hiruzen continued, "The purpose of the association is to solve some things in this 'abnormal' world. Please allow me to use the word 'abnormal'. Abnormal means; beyond the mundane, beyond the existence of ordinary people. Currently, such people include: ninjas, samurai, wizards, onmyoji, etc. Ninjas are the largest group, and samurai are the second largest group. These are people who have power beyond ordinary people, but this world consists of more ordinary people. Their mentality and way of think is different from ours. If the association expands larger in the future, where the ninja world is convinced with our purpose and the daimyo has the intention to participate, then why don't we build another organization to maintain communication between supernormal people and ordinary people?
This will ensure the independence and purity of the association, an organization for 'abnormal' people."
The Third Raikage, Ay, scoffed, "Why would you complicate things? We are the ones with power. Why should ordinary people have any say over us?"
Onoki smirked, "Not every village is free from the daimyos' influence." He turned to Shamon with a knowing look.
Shamon sighed and covered his face, "We have no choice. The Land of Wind's harsh environment shows that we can only rely on the daimyo for funding."
Kazawa of Kirigakure nodded. "It's the same for us."
Everyone was aware of Sunagakure's dependence on the daimyo, though they chose not to press the issue. The truth was, all villages—especially Konoha has received financial support from their respective daimyos, but when it comes to the one in control, Konoha's position was stronger.
Sarutobi sighed, "Let's wrap this up. We've been here for days. As a Kage, we can't afford to be away from our villages for too long." The old fox in Konoha won't give up their authority so easily. I need to return soon.
He then turned to General Kamado, "As secretary, have you finished drafting the Ninja World Convention? If everything is in order, we can conclude this summit."
Kamado glanced at Mifune, who was writing furiously, "Hokage, give me a moment the draft is almost done."
Sarutobi turned to the Third Raikage. "Since we have time, let us settle our business."
The Raikage raised an eyebrow. "What business?"
Sarutobi's tone sharpened, "Our Second Hokage was ambushed and killed in the Land of Lightning."
The Raikage frowned, "He was attacked by Kinkaku and Ginkaku, who had gone rogue. That has nothing to do with us moreover you've already killed them what more do you want?"
Sarutobi pressed on, "I need to provide an explanation when I return to Konoha. The Second Hokage came to your land at your invitation. It's only right that you offer us a compensation. Let's make it 200 million ryo."
The Raikage's face darkened, "That's ridiculous! Even if you sold me, you wouldn't get that much."
Sarutobi smirked, "Kinkaku and Ginkaku held some of your village's secrets, didn't they? I'll return their bodies to you", he turned to Kagami. "Go get Danzo."
Danzo entered moments later, retrieving the sealed bodies of Kinkaku and Ginkaku from a scroll and dropping them before the Raikage with a loud thud.
The Raikage glanced at his advisor Tutai, who quickly secured the bodies. "Fine. But the compensation document will state that we are paying because the Eight-Tails Jinchuriki attacked the Hokage, not because of Kinkaku and Ginkaku."
Sarutobi nodded, "Sure, just write that we're receiving 200 million ryo in compensation for an attack by a Hidden Cloud ninja."
Meanwhile, Onoki and Kazawa who was inspired by this transaction, whispered among themselves and came up with a plan: each would pay the other 100 million ryo, using the money from the Wind Country's daimyo to justify it.
At last, Kamado finished drafting the Ninja World Convention. Everyone gathered to review it:
**Ninja World Convention**
1. As of today, all wars must cease immediately. Any country or organization provoking a world war will face retaliation from the five hidden villages.
2. Missing-nin would not be protected by their original village and if they were to appear in another country they will be hunted down.
3. 'Abnormal' individuals — (Ninja/Samurai )must not attack ordinary civilians without any reason.
4. In order to maintain the world peace, the Five Kage Association has been established by the Five Kage and the Land of Iron.
Supervising Authority: The General's Mansion of the Land of Iron
Hiruzen immediately noticed an issue on it, "There should be a section at the end for signatures," he pointed out. "All five Kage, the supervisors, and the participants must sign. The date, time, and even the weather should be recorded. Today is November 15th."
Ōnoki nodded thoughtfully, "We also need to include official seals—each Kage's seal, along with the seal of the General's Mansion and at the beginning we should explain why we're signing this Ninja World Convention. The world is in chaos, and civilians are suffering. This should be clear."
Sarutobi Hiruzen smirked, "Ōnoki, you sure know how to make a statement." Turning to General Kamado, Hiruzen continued, "I propose we hold a signing ceremony. Let's set up a platform in the capital of the Land of Iron tomorrow. The people should witness this moment where it's historic and deserves to be remembered."
Shamon's eyes lit up, "That's an excellent idea. It will also help raise the Wind Country's influence. Until now, we've been stuck between the Fire and Earth Countries with little recognition outside. This kind of publicity will benefit us."
Kazawa added, "Why not invite reporters to document the event? We can take photographs and commemorate the moment. The Kage should dress formally for the occasion."
The idea was enticing where the increasing international prestige would strengthen their authority over their villages. Most of the Kage were eager for this, though it mattered a little to Shamon since je was already planning to step down once he returned home.
At the end, with everyone in agreement, the Five Kage set off to prepare for the ceremony.
