Reborn as the Third Hokage Sarutobi Hiruzen

November 12, Year 19 of Konoha – Morning

In the Land of Iron, within the General's Mansion, the Five Kage of the great nations stepped into the newly constructed Great Hall. The previous meeting room had been destroyed by the Third Raikage, so this hall was built swiftly using Earth Release by the Third Tsuchikage, Ōnoki. It was a practical, efficient, and most importantly, spacious solution.

Along the way, five platforms were set up for the Kage and their retainers.

Kirigakure's forces appeared weak and by the way, how old was the future Fourth Mizukage? Judging by his current age, he was just a Chunin. In the past, I had assumed he was around the same age as Namikaze Minato , but now it seemed he was at least a decade older. In fact, Minato might not even been born yet.

Next was the Third Tsuchikage, Ōnoki, accompanied by his trusted subordinates, Rōshi and Han.

Next was the Third Raikage, Ay, with his aides, Tutai and Troy.

Finally, the Third Hokage, Sarutobi Hiruzen, accompanied by Uchiha Kagami, Shimura Danzō, and Akimichi Torifu.

As everyone settled into their positions, Sarutobi Hiruzen surveyed the room before speaking.

"I am Sarutobi Hiruzen, the Third Hokage of Konoha. I have gathered all of you here today because I am concerned about the state of the ninja world. This Five Kage Summit has been convened with the sole purpose of bringing an end to this war. If anyone here does not share that goal, speak now."

The room fell silent as the Kage exchanged glances, uncertain of what he meant.

Ōnoki spoke first, "The Hokage is asking if we all wish to end the war? We have come to the Land of Iron precisely because we seek to put an end to it."

The Third Raikage nodded. "Kumogakure is here for that reason as well."

Kazawa followed, "The same goes for Kirigakure."

Shamon responded last, "Sunagakure is also here to discuss peace."

Sarutobi Hiruzen continued, "Then I would like to appoint the General of the Land of Iron, Kamado, along with his disciple, Mifune, as the record keepers for this meeting. Their role is to document everything discussed and ensure that any agreements formed are properly recorded."

With that, he gestured to Ōnoki, who used Earth Release to create a seat for the secretaries.

Removing his Hokage hat, Hiruzen placed it on the table, then knocked lightly on the surface. "Then let the Five Kage Summit officially begin. Danzō, if you would."

Shimura Danzō unrolled a scroll, tore it open, and released a burst of chakra that filled the Conference Hall, ensuring privacy. Once he finished, he stepped back.

Sarutobi Hiruzen nodded toward Ōnoki. "Tsuchikage, you may begin."

Ōnoki cleared his throat. "The generation of Kage before us worked hard to end the Warring States Period, ushering in the era of hidden villages. We had over a decade of relative peace yet suddenly, a war broke out again. It was abrupt, unexpected and now, except for the Kazekage, every village has lost a Kage in this conflict."

He scanned the room. "We came here today at the Hokage's invitation, and through our discussions, we have realized that this war was not natural. There is a force working behind the scenes, pulling the strings that trigger the First Great Ninja War. Our predecessors have died needlessly, and we must identify those who was responsible for it. Shamon, as the oldest Kage here, do you have any insight?"

Ōnoki turned to the Second Kazekage including the other Kage, Hiruzen and the Third Raikage who followed his gaze waiting for an answer.

The Third Mizukage Kazawa, seemed puzzled. He turned to his advisor, who whispered a few words to him. Suddenly, understanding dawned in his eyes.

Shamon, seemingly prepared for this and pulled out a scroll. "There were irregularities within our Sunagakure too. Several key figures in our forces were either controlled by genjutsu or bound by cursed seals. As a puppeteer, I was able to detect these anomalies, which is why I ordered our troops to withdraw. This scroll contains the results of our investigation."

The Third Raikage's expression darkened. "If you knew this, why didn't you inform the rest of the ninja world?"

Before Shamon could reply, Chiyo stepped forward angrily. "Why should Sunagakure be responsible for the entire ninja world? We have our own concerns!"

The Third Raikage's gaze sharpened. "This war has affected all of us. Do you think it's just a game? Kazekage, control your subordinates. If they cannot respect this summit, perhaps it is time for a new leadership to rise in Sunagakure."

Shamon sighed, "Shouldn't young people be given opportunities to gain experience? Just as we were once trained by our predecessors?"

Sarutobi Hiruzen frowned, "While I respect the wisdom of the previous generation, every leader here represents their village. This summit is not a place for excuses. Each of us has realized something was wrong with this war—just at different times. The Kazekage discovered it first but withdrew quietly. The Tsuchikage realized it after he take the kage position. The Raikage and I were the last one to uncover the truth."

He turned to the Mizukage, "When did Kirigakure realize it?"

Kazawa hesitated, but his advisor "master" raised his hand to speak. Sarutobi Hiruzen nodded to give him permission to speak.

The Master spoke, "After our Second Mizukage, Hōzuki Gengetsu, passed away, his disciple Yagura was still too young to take over as Mizukage. When Lord Kazawa assumed the position, I discovered that some of our ninjas had fallen under the influence of illusions."

Kazawa responded calmly, "Elder, I am a loyal ninja. I will never oppose anything that benefits the village..."

Before he could continue, Hiruzen raised a hand, cutting him off. "Enough. Your internal affairs in Kirigakure are your own concern. We have no interest in interfering. We all know there is something fundamentally wrong with this Ninja World War. While some of us sought to communicate and find solutions, Kazekage unexpectedly chose to exploit the situation."

He paused for emphasis. "Yes, exploit is the right word. From Kazekage's perspective, everything is done in the interest of Sunagakure. Sunagakure struggles with harsh conditions and lacks military strength therefore there are two ways to gain power—one is to strengthen oneself, and the other is to weaken others. I believe Kazekage chose the latter, correct?" His tone sharpened.

"But to us, that is nothing more than a short of despicable schemes. If I cannot rise, I will drag everyone down with me—is that the logic? This war has inccured huge casualty where Four Kage have fallen, thousands of ninjas have perished, and the toll on ordinary people is immeasurable. So tell me Kazekage, are you satisfied with the outcome and more importantly, are you ready to face the consequences?" Hiruzen states coldy.
